  • Sovereign Naval Classification Rules and Seaworthiness Regulations

    Bureau Veritas Marine and Offshore Pacific has extensive experience operating in strategic partnership with a sovereign State to design, develop and implement end-to-end solutions for Sovereign Naval Class Rules, and Sovereign Naval Seaworthiness Regulations. Through integrated leadership, partnership, and technical expertise, Bureau Veritas provides a capability to support the sovereign State in building and maintaining its own world leading certification, regulation, and seaworthiness framework.   

    Bureau Veritas’ approach to the design, development and implementation of Sovereign Naval Class Rules and Seaworthiness Regulations is guided by two key sets of principles: 

    Design Principles - Our approach ensures that the rules and frameworks implemented by government and defence are: 

              •  As International as possible and as National as necessary;  
                 and 
              •  As Civilian as possible and as Military as necessary. 

    Outcome Principles - Our rule sets ensure that maritime assets are: 

               •  Safe to Operate – attaining and maintaining class, against sovereign naval class rules, provides the assurance that naval and government vessels are safe to operate, 
                  and
              •  Operated Safely – a structured authorisation of operations that provides the assurance that the naval vessel is operated safely.

    In 2025, Bureau Veritas was engaged by the Australian Naval Seaworthiness Authority (ANSA) under a partnership with the Defence Seaworthiness Project to design, develop and implement seaworthiness regulations for the Australian Defence Force.

  • Emerging Technology, Automation and Novel Vessels

    Bureau Veritas Marine and Offshore Pacific is ideally placed to support Australia’s maritime sector and the wider Pacific region in design, build, classification, certification and assurance of emerging, novel and autonomous maritime technologies. Our deep, global expertise, collaborative approach, and flexibility without compromise ensures that our solutions are fit for purpose and tailored to meet clients' operational and safety needs.  

    In Australia, Domestic Commercial Vessels with novel vessel technologies, electrification, automation, alternate fuels or novel technologies, Bureau Veritas offers a variety of options for the approval in principle, new construction, survey, and certification. 

    Our projects include:  

    • Ships – Autonomous vessels, novel technologies, emerging tech. Examples include ammonia carriers, IX Blue and DriX, USV’s, Vessev’s hydro-foiling electric catamaran,  
    • Marine Renewable Energy - Wave generators, floating solar farms, floating nuclear power plants, and ocean energy generators 
    • Equipment and Technologies - Reduction systems, treatment systems, fuel gas supply systems, cargo containment , LNG fueled equipment, Hydrogen power systems 
    • Digitalisation - Cyber-resilience, and fully autonomous ship frameworks (APExS-auto, Greenroom’s automation system 

    Risk-Based Qualification of New Technology  - Bureau Veritas also offers guidelines for Technology Qualification Assessment (NI525) using a risk-based approach. The qualification process is designed to leverage a range of qualification processes to identify failure modes for the technology and ensure the associated risks are reduced to an acceptable level. It proves that a technology can reach an acceptable level of confidence. 

    Approvals in Principle - At Bureau Veritas, we pride ourselves on our collaborative approach, being flexible to the needs of industry without compromise on safety and navigating the complexities of today’s regulatory landscape. Bureau Veritas offers a range of options when it comes to emerging technology, automation, remote operation, and novel vessels. With the ability of access deep expertise globally, our  Approvals in Principle (AiPs) processes are designed to support niche sectors of industry launching, developing, and introducing into service new technologies.  

    Once we’ve qualified or approved the technology, Bureau Veritas also provides Classification and Survey of the vessel and its technology, as well as technical and regulatory advisory services to assist ship builders, owners, and operators with navigating the complexities of national rules and regulations.  With deep knowledge and understanding of Australia’s regulatory environment, our staff can assist in navigating the complexities of Australia National law Act, Navigation Act, and associated Marine Orders.
